Windows XP - Help and Support command

Within the last few days my PC has not allowed me to
access the Help and Support command. When I click it from
the Start option I get a dialog back with the following
error message - "Windows cannot find 'helpctr.exe'.

I have tried a system restore from System Tools but the
PC will not restore to an earlier date!

So re-extract the file from the CD.
