Windows XP hangs

I have a laptop running Windows XP Pro, SP2. It periodically just hangs and
you can't do anything. No mouse, no start button, no task manager. The only
thing you can do at that point is to power it down. I'm guessing that a stop
error is occuring. Isn't there a setting I can change so that when that
occurs a BSOD will come up and show me the error rather than just hanging?

Hanging is a bit different from a stop error. You might find some entry in
the Event Viewer, but if you have default settings, the 'restart on error'
function would not 'hang', it would restart. It is likely you are seeing
some problem with corrupt files.

Some Windows Vista functions may not work, or Windows Vista may stop

I would suspect that this is being caused by a hardware fault in a
major system component such as the CPU or Motherboard. It probably
requires a visit to a repair shop that handles that specific brand of
laptop.
