Windows XP format -MAJOR PROBLEMS

Ok, just recently my friend checked his e-mail on my
computer, it brought in 37 viruses. Norton could not
delete them, and it has gotten to the point that I push
the on button, it goes through the memory test, but when
the windows splash screen should pop up the screen goes
completely black and just stays like that, I tried
booting with CD, I can't find the right boot disk, but if
its the same files that are on the cd it wont work,
right? Anyway, I was wondering how I could get this
fixed. Any ideas?

Norton AV should have been able to take care of them unless Norton was
not updated.
Reboot tapping F8 each second.
choose Safe Mode.
Then run your antivirus application in Safe Mode.
If you can not get to Safe Mode, choose the option for "Last known
good configuration"

Otherwise try a Repair Installation:

Be sure to Scan for viruses when done:

After words, be sure to update your AV application weekly and run it
at least weekly.
