Windows XP file system?

I have had Windows XP for less than a week. Before, I had Windows98 and
if I clicked on "arrange icons by name" the files arranged themselves
according to the Dewey decimal system (where, for instance, 12 might
be found just before 123 and long before 2):

This system is used in libraries the world over and works really well.

However, now that I had to install Windows XP, my files appear any
which way and I cannot discover what method is being followed.

Could anyone tell me ?

First now I will try to learn what MS says about their file systems,
the access you gave me yesterday. I think that will put me on the right
track.

I do not want to get the service packs; I had to change to Windows XP
Professional in a hurry and installed it from a pirated copy . Now I
am going to get Windows XP Home, but legal, and then I'll see what
updates I need.

Anyway, thanks a lot. My files are not so very large (I am a
translator) and I probably almost any system is good enough, once I
know how to handle it.
