Windows XP DSL Tweak.

Has anyone tried the tweak mentioned at
http://www.tipsdr.com/windows-xp-tips.html
entitled "Increase your cable modem or DSL speed in XP"?

Is it worth trying? Is it safe to try? Are there any potential problems?
If it doesn't work, can I go back to the way it was without reinstalling
the operating system? How do I extract netcap.exe from the support cab in
the support directory of the Windows xp cd?

The QoS "technique" is often touted as a bandwith enhancer. This is because
it is widely misunderstood what it does. It will NOT affect your Internet
bandwith.
 
I think this sums it up and is a good explanation of why QoS is NOT the
bandwith enhancer for DSL/Cable that many are led to believe it is:

Clarification about QoS in End Computers That Are Running Windows XP
As in Windows 2000, programs can leverage QoS through the QoS application
programming interfaces (APIs) in Windows XP. One hundred percent of the
network bandwidth is available to be shared by all programs unless a program
specifically requests priority bandwidth. This "reserved" bandwidth is still
available to other programs unless the requesting program is sending data.
By default, programs can reserve up to an aggregate bandwidth of 20 percent
of the underlying link speed on each interface on an end computer. If the
program that reserved the bandwidth is not sending enough data to utilize it
completely, the unused portion of the reserved bandwidth is available for
other data flows on the same host.

just below the article to which everyone seems to be referring entitled
"Increase BROADBAND". The article to which I was referring has to do
with Windows xp's installing two separate versions of the NIC card and
how to remove one of them.
