Windows XP "Dos mode"

I've got a file thats being an arse, won't let me delete it as it says its
in use - have tried closing down all the tasks and it still won't let me.
In the old win 98 days i'd boot to dos mode and delete the bugger while I
wasn't in windows - is there any way to do this in windows XP?

Boot into safe mode - try it there.
 
start---run---cmd. at cmd propt use dir /a to get eact location of file.
change to files folder. try erase file name. if fails attrib filename.
remove all attributes then try erase again.

Start in Safe Mode with the Command Prompt.
You can delete more than you want from there.
