Windows XP + domain printing

Is there a way to install all the printers you want a pc to use, and then clone the machine ?

Local administrators do not have rights to connect to netwrok printers, and domain users have the printers stored in their profile, so they cannot pass it on to other users who log on to the pc. What concept am I missing here ?
