Windows XP does not recognize my network adapter as an availbable network

I have a T-1 line connected to my desktop via USB port.
The drivers have been updated, installed, and
reinstalled, and reinstalled. The device manager shows
that the the USB network adapter is enabled and working
fine. In the Network Connections window, the connections
states, "wireless connection unavailable". The
connection is listed as a preferred connection. I have
tried the refresh button, restarting desktop,
reinstalling drivers - Nothing works. If I unplug the
USB connection and replug the USB connection, the
computer beeps like it recognizes the hardware, but it
does not recognize the connection. I contacted the
hardware company, and they said it was a Windows XP
problem as to why it was not recognizing the connecion.
Please Help.
 
I want to add to this request for help. I have tried the
ping command from my desktop and get no response. Just
to make sure that the problem is not a hardware problem,
I have unplugged the USB cable from my Desktop and
plugged it into my laptop (Also running Windows XP
professional) and everything worked fine. I was able to
connect online without any problem, therefore, I do not
believe that there is a problem with the hardware, USB
cable, connection, or the signal. Please help. I am
really frustrated.
