Windows XP default folder property

Hello I am having a very general question,
when ever you creat a new folder in Windows XP on NTFS file system, the
default folder property is Read-only, If i want to change also i cannot,

Can any one help me to come out of this problem

This is normal.
Windows actually ignores the readonly flag.
