Please Help!

I'm getting this error: Windows XP could not start because the following
file is missing or corrupt: \WINDOWS\SYSTEM32\CONFIG\SYSTEM

I have read all of the relevant problems in this discussion group and tried
a few different solutions with no luck.

I have a Windows XP setup disk and when I get to the "Welcome to Setup"
screen, I press "R", once I'm in the Recovery Console and prompted to select
which Windows Installation I would like to log onto I select the correct drive
(1: C:\WINDOWS) and then I get the BSOD that says that a "problem has been
detected and windows has been shut down to prevent damage - REGISTRY_ ERROR."

I can't even get into SAFE MODE. Any help would be greatly appreciated
