I purchased a computer with WinXP installed. I would like to reinstall
WinXP, but I have no reinstallation CD. Is there a way to do a
reinstallation without purchasing a new WinXP installation CD? Don't I have
a right to reinstall it since I bought it with the computer?

Legally, a system builder who preinstalls a Windows operating system
must give the customer a way to return the computer to factory
condition. They can do this by providing:

A. A physical CD/DVD with the actual operating system on it. If an OEM
version (as opposed to retail), there must be a product key sticker on
the computer.

B. A physical CD/DVD with an image of the operating system as installed
at the factory sometimes known as Recovery or Restore Disks.

C. An image of the operating system on a special partition, sometimes
hidden, on the hard drive.

Refer to your computer manual or call the computer mftr.'s tech support
for which method was used and for instructions to return the computer to
factory condition.

A CD was supplied with the computer, however I do not have this CD in my
possession. Am I out of luck?

Contact the computer mftr.'s tech support for replacement of the Restore
Disks.

If you bought a computer pre-installed with WinXP, the manufacturer may have
put the installation image in a hidden partition, or something - but they
don't have to give you a CD.

I tend to insist on getting one, and don't buy computers from companies that
won't provide media, myself. You might call the mfr, or whomever sold you
the computer, and see what they have to say.
