Windows XP and USB problems

Hi there,
After recently going from Windows ME to XP (format and
install, not upgrade). And for some reason, the USB now,
no longer works. In fact I have had to disable the
onboard USB driver in the BIOS in order to get the system
to boot. Previous to that disabling it refused to go past
the "Loading Windows XP" screen. I suspected that it was
a problem with my Motherboard. So I purchased a PCI USB
add-on card in the hopes that it would allow windows to
boot and have USB (since printer and scanner are USB).
However, no such luck, boots to main desktop, finds new
hardware, loads drivers and crashes, no message, no error
report, no ctl,alt,del, nothing except a hard reboot
works. So, I'm at my wits end with this. Any suggestions
would be great. Here's the specs

Windows XP Pro SP1a
AMD Duron 1.1Ghz
Fujitsu HD 18Gig
Gigabyte GA-7ZXE MB
224 MB 100Mhz SDRAM (generic)
ATI Radeon 7000 32MB
DirectX 9
Creative ModemBlaster
 
The only info i can offermay may be the answer. Question; do you have SP1
installed? SP1 provides drivers support for USB2.. and this is the ONLY way
to get it to work.. 2nd question; is this PCI card a budget USB card or a,
for example, Belkin? I had probelms with a cheapo PCI card, bought a Belkin
USB2.0 card for about 40 bux and the whole thing worked as it should have
inthe first place. DO NOT loadany drivers from any disc you might get with
the PCI card, you don't need them and they may cause conflicts.. XP does a
fine jobwith USB 2.0 support without any urther install of anyhting.
Also check in the Device Manager portion of your System in Control Panel..
It should say 'enhanced' USB somewhere in there, otherwise you aren't
running USB2. under USB ports.

In answer to your questions yes I do have SP1a, as you
realized. In other news it isn't just the PCI card that
isn't working, it is also the native, onboard USB1.1
support that had to be disabled.
The PCI card is a Belkin and it is USB1.1, so no 2.0
driver problems there. Windows just refuses to boot with
any sort of USB device enabled.
