I created and saved a file to disk from Works on windows
xp. I then tried to use on a pc that was running win 98,
but the document was not readable. Is it possible to run
a document on an older version of windows that was created
on a newer version?

Works must also be installed on the 98 machine. Works is
not part of the operating system.

The OS is irrelevant. Further, one does not "run" documents.

You don't give what the error message was.

The key issues are:

1. The doc was created in Works. You don't say in what format or
version you saved it in. You need Works on the Win 98 machine, and that
copy of Works has to be capable of reading that particular format. For
example, if you used a later version of Works that has it's own file
format that is unknown to the other Works. Recommend: pay attention to
the file format version that creates and reads the file.

2. It might be that the file on the floppy disk is corrupted. It could
be that the floppy disk created by XP is not readable in 98. This seems
to happen on certain floppy disks. Search Knowledge Base for more on
this topoic. Recommend: save the file from Works on XP to the hard
disk, then use explorer to copy to floppy. Then on 98 machine, use
explorer to copy file onto its hard disk. Then open in Works. Do what
you can to confirm that the floppy disk is ok.
