I need a tool that can scan a Win XP SP1 machine and tell us
which Windows XP OS system files are missing. The OS boots and
operates as does s/w apps but certain functions are missing.
E.g., ICF, and automatic updates admin services are missing and
certain files (probably dlls) that control installing new
software are missing.
Any ideas?

Search for SFC or system file checker.

Have you tried the "repair" option after booting from the XP install CD?

It's a Compaq with just the recovery CD. There is no way that I
know of to perform a repair install without going back in time
and losing all the apps that have been installed. I have an SP2
CD but I am reluctant to take that route when I have a Corrupt
OS. This machine had been infected very badly by a variety of
trojans, malware, etc. No doubt the cleaning process removed
some files that are required. SP2 install is my last resort.
The machine is up and running but I can't perform any OS updates
and I can't install a variety of programs like an antivirus and
firewall app. They seem to need some missing files, probably a dll.

Your computer is completely corrupted, I doubt that the virus cleaning
removed to much -- rather, that there are still some viruses left which
prevent virus scanner and such from being installed. I fear the only way to
clean such a polluted system is formatting the hard disk and do a fresh
install. Just installing a patch won't help anymore -- patches shall
prevent security holes from being abused, not to fix them afterwards.

If you have nothing else to lose. try this,

This will repair upgrade youe windows installer.
 
He won't be able to do a repair using the install CD since he is running SP1
he needs a WinXP with SP1 slipstreamed

With all the issues sp2 has, I think I will stay away from a "beta" piece of
crap like sp2
