Windows XP 64 bit disk management missing

My disk rename, format area seems to be missing. Usually I could change drive
letters, format and have drive control via Control Panal, Admin. area and and
disk management but I can no longer find this control. Did .Net software
disable this feature?

It is still there in XP x64, right click on my computer, select manage and
pick disk management under the storage section.
