Windows won't start

My computer hung up in Web Ferret - got the "not responding" box but couldn't end the program. Nothing would work including shut down, so I turned off the computer. When I turned it back on I get the welcome screen and then it goes as far as the wallpaper and stops, there are no programs, no start button, the task bar is there, but there are no icons on it. No message appears. Any ideas how to get past the wallpaper and get the programs, start button and task bar to reappear? Thanks.

Nothing yet, I'm hoping to get a suggestion before I leave work so I can try it when I get home. Right now I can't use my puter at home at all.
