Erm, what flavour of Windows are you using, service packs, patches,
etc... Can you remember what was done to the computer prior to the
fault?

Maybe you pressed the wrong buttons or some program you used has
caused the fault.

We need more info....

I'm using Windows ME, it had gotten locked up while
connected to the internet and when nothing else worked I
tried to reboot and nothing happened. I don't know what
kind of patches or updates he had on it.

I don't know much about Windows ME as I stayed clear of it, but,
unless I'm corrected, try the following, but you will need to uae od a
friend's computer with a CD writer.

1. Download Internet Explorer 6 SP-1
2. Download a firewall, like ZoneAlarm (http://www.zonealarm.com/)
3. Download a virus scanner, like AVG (http://www.grisoft.com/)
4. Get hold of a bootable Windows ME CD.

On the faulty computer that refuses to start...

1. Disconnect the computer from the Internet.
2. Boot the faulty computer with the Windows ME CD (oh, you might
require the product key!) and perform an upgrade install.
3. If the desktop returns, install Internet Explroer 6.
4. Install the firewall
5. Reconnect the computer to the Internet.
6. Install the virus scanner and download the virus signture update.
7. Perform a Windows Update run as may times as necessary to install
all the cuitical updates and any recommended updates you may want.

It's something to try.
