Windows wont recognize some files....

The problem is that windows wont recognize that certain
files exist (when i click "Run" or "Open"). I know that
they do exist because i can run SOME of the same files
using "Run As..." then selecting current user. The
error message says "Specified File Does Not Exist. Please
check file path and try again." This problem still occurs
in safe mode, so i think that some system files may be
corrupt or damaged. In addition,
I cant run most things in my control panel, since the
file rundll32.exe also comes up with the error. Because
of this
problem, i can not use rstrui.exe (the restore program
that XP offers) because it, too, says "specified path
does not exist."
In addition i am unable to run the "Dr. Watson"
program using run as... because it says umable to find a
file in my document/temp... because it is needed to
initialize the program. This is frustrating because i
can run any program that doesnt have to refer to another
file (using run as). In addition, i am able to start up
several programs with no problems, such as AOL. I have
also noticed that some programs are trying to refer
to "rundll32.exe". On my computer, this file does not
show up with the tradition application icon when im
browsing, instead it shows a plain white sheet of paper,
so i personally think that this, and/or possibly some
other files may be damaged.
Please, if anyone could help me out finding what
files may cause these errors, or what programs, in
windows XP, if damaged could cause an error like this to
occur. I have also noticed that some files such
as "MsConfig" will not even load (even selecting Run
As...) and i have no clue how to go about this. I am
running Windows XP of a Toshiba Laptop with Preloaded
software. I know it has a restore feature, but because
of my problem, it does no good.(When i try to complete
the restore process, windows has to reboot, and it
encounters the error when it trys to run the Restore
Program "rstrui.exe" again to finish the process.)
.. Any input would be greatly appreciated.

P.s. This problem has just started occuring after i was
running an Emulator Program (for games). The emulator
program was meant for win 95/98, but i didnt think that
it would be a big problem since windows can run files in
win 98 (by selecting properties, i think).
 
Hi Ray,

Uninstall the emulation software, and as a rule of thumb try
to avoid downloading anything without checking it's ratings
at download sites such as downloads.com.

The most common causes for that problem can be solved with
these five steps. If the problem persists after you've tried these,
please post back and we'll try some more solutions. Good luck! :-)

1. To see if it's a software conflict: Temporarily disable Startup
programs one at a time, starting with Firewall, Antivirus, and ad
blockers using: http://new.jtsoft2001.com/windows/startup.php

2. Run a virus scan at: http://housecall.antivirus.com Afterwards
Download & Run Spybot from: http://security.kolla.de to find any
Trojans, Adware, or Spyware which could clog up your system.

3. Click My Computer / Rightclick the Drive & Choose Properties
/ Run the "Disk Cleanup..." / Next Click the "Tools" Tab and run
the "Error-Checking" and "Defragmentation" utilities.

4. Try Win XP's System Restore to return your system to a previously stable date:

5. Go to the Windows Update site for everything under Critical and
Recommended: http://windowsupdate.microsoft.com
