windows won't load

I'm having trouble with my laptop. Friday morning, everything worked fine. I shut it down, ran a few errands, came back that afternoon, turned it on, and this is what happened:

It ran through the BIOS as all computers do, showed the Windows XP logo with the running bar on the black background, switched to a blue background, the xp logo faded in, and that's it; it goes no further.

What's going on? What (if anything) can i do to fix it without losing my data? How do i prevent this from happening in the future?
 
Try booting into Safe Mode. Tap the F8 key several times just as the BIOS
screen goes off, before the Windows opening screen. You will see several
options. See if it will boot into safe mode, or last good configuration.

I already tried booting up in safe mode with the exact same results, that's what bugged me most about the problem. But with current developments, i'm thinking it is/was a virus.

What i finally did was put my XP disc in, booted from it, acted as if i was going to reinstall windows, but instead of doing a clean install, i repaired the OS that was already there.

When i was finally able to get back on, my Norton Antivirus was extremely crippled, and a couple other programs were having problems. Also, i'm on my fourth or more attempt to install Norton back on there, but so far with no success (every time i do, after it's installed and comes back from a reboot, i get an error that says "A hacker or virus has disallowed Norton to install the updates....(blah blah blah)....Please uninstall and reinstall Norton Antivirus" I can't remember the actual error, but it's something like that.

On the bright side, every time i uninstall/reinstall, Norton seems to have fewer problems, so i'm thinking i'm getting to where my computer's at least halfway funtional again until i have the time to give it a complete reinstall.
