Windows wont boot up

On turning on a computer starts to boot up but then loops round and starts
again. This also happens in Safe mode. I suspect a file required in the
boot-up process has been corrupted. My first instinct is to reinstall
Windows but I was wondering if there may be a way of avoiding this?

A blue screen flashes up before it goes into a reboot.

I should have said that there is no video output (graphics integral on
motherboard) and it wont go into the CMOS settings so it looks as though the
motherboard has been damaged, possibly through a surge / spike. It was,
possibly, also this that has affected the hard disk but I was hoping to put
the hard disk in another computer and for it to boot up OK. If there is a
way of reviving the operating system without having to re-install (and loose
everything that *may be* on the hard disk) I would be grateful.

If your hardware suffered physical damage, you don't have a Windows problem.

To see the contents of the blue screen: Control Panel > System > Advanced
tab - Startup and Recovery section - Settings button > System Failure
section > remove the checkmark from 'Automatically restart'.

Post the error code (0x000...) and/or the name of the error
(LOOKS_LIKE_THIS) and we'll give you the bad news.
 
CMOS settings display is seen OK! It tries to boot up gets nowhere and
tries again and again ad infinitum ad nauseum. Normal mode and Safe Mode. I
think a file used in the boot up is corrupt.

Do what Ted Zieglar said but a different route obviously since you can't get
in Windows.

Start up and press F8. this time select the option that says something like
this::
Upon System Failure disable 'Automatic restart'.

post the error message!
