Windows will not recognize new USB Mass Storage Device

Hello, I just recently purchased a new High Speed USB 2.0
160GB Mass Storage Device for my Toshiba Satellite
Laptop. (EXTERNAL HARD DRIVE USB 2.0 + 160GB MAXTOR 8M)
Everything worked perfectly when I plugged it in.. it was
automatically recognized as a plug and play device (as
the manual said it would), and it was clearly visible it
the "safely remove hardware" icon in the taskbar. The
problem is that although windows recognizes that it is
functioning properly, I still cant access the drive. The
manual said that I am supposed to wait a few seconds for
it to show up with the other drives in my computer (or
refresh it), but the drive doesnt show up. When i go to
check it out in the device manager, it says that the
device is working fine. Any help with this problem would
be greatly appreciated.

PS This Item was purchased off of Ebay from eWaggle,
which seemed to me like a legitimate "power seller"
company with tons of good feedback, do you think it the
drive? or the computer?
 
Is it partitioned and formatted? (Control Panel->Device manager->Disk
manager -> any unpartitioned disks???)
It won't show up until partitioned and and formatted...
