My service provider does not carry a Vista related newsgroup, so I'll ask
here.
Anyone know what video card provides the Vista Premier (not just Vista
capable) performance? Or are the manufacturers still working on it?

MS support groups can be accessed via the news server
msnews.microsoft.com among others which is free.
try micosoft.public.windows.vista.hardware_devices ?
