Windows Vista Mail not compatible with Charter.net

It's probably a port problem. I've scanned this board and tried different
port number, but that doesn't work.

Charter.net tech says its a Windows Vista/Microsoft problem.

Regardless, Windows Vista Mail does not work.

Any suggestions?

Are you getting an error message? Post it here.
what server names are you using?
what ports?
Are you using an antivirus program? Is it checking email?
Is your firewall letting mail thru?
Has your account been working before?
 
"Doesn't work" is a rather hazy description.
What have you tried? what error messages do you get?
Have you tried web mail access or an alternate email client program?
For testing purposes have you uninstalled your antivirus program?

When you ask Charter for help, tell them you're using Outlook Express. The
set up instructions are the same. In fact, if you have an Outlook Express
account that works for you on another machine or partition, export it as an
IAF file and import that into WinMail.
