How can i disable the windows vista firewall completely. This thing is an
ovverride and it blocks the port that I want to be open.
I'm using Windows Vista Ultamite 5744.

Why not open the firewall settings and add the port?
I actually have two questions on that. When I open the firewall settings, do
I open the port for TCP, UDP or both? I seem to add the ports and it still
shows up in my program as it can't open. I have done NAT tests on that port
and it has shown as errors. I also have been fooling around with the "Windows
Firewall with Advanced Security". I have set all the program to "Domain,
Private, and Public". Am I doing something wrong?

Depends on what you are trying to do.

"I have done NAT tests on that port and it has shown as errors."
Are you trying to access the port from outside you modem / router?

Maybe if you explained what you are trying to do someone can help you.
What port are you trying to open? Do you have a router? Are you trying to
access this port from the internet to your computer IE thru the router?

A lot more information would help.

You sure don't want to do this. Whatever it is you want to get done can be
done easily, but why don't you post and tell us precisely what you want to
accomplish?
