Windows Vista Control Panel will not open!!!

My control panel won't open half the time. It flickers and dims down like I
closed it immedietly after I open it. Does anyone have any clue what this is?
Anything associated with the control panel won't work either.

Help please!

Was Vista pre installed on the machine or upgraded over XP?

If this is a new PC, have you called the OEM help line to get assistance
with this problem?

If this is -not- a new PC, have you tried booting from the Vista DVD and
repairing the install? If you need info on this, open Help & Support, type
"startup repair" in the search box, click on the "Startup Repair: frequently
asked questions" link, click on the "How do I use Startup Repair" link.

If I repair do I lose all data on my harddrive? I'll try that if I don't...

Well... one always stands the chance of losing data when one does -anything-
on a computer. To be safe, it's always good to have a backup of one's data
whenever one tries any kind of system repair or system restore.

And... no, as long as you don't lose power to your computer while doing the
repair, or worse, take a major power spike from, say, lightening, you won't
lose data. The repair will only touch the system files. Not your data.

Restart the Software Licensing service son.

I don't have the original message that this refers to, but I once had this
problem of Control Panel not opening. Question to original poster: do you
have a Dell? If so, maybe I can help.

I just discovered the same issue on my new machine too. I had to do a system
restore to an earlier date. Vista! POS.
 
Mine is a New SystemMax, not a Dell. It seems to work after the System
Restore to an earlier point, but then the problem returns after a re-start.
 
The tech support people at SystemMax (WHO ARE AMERICANS IN OHIO by the way)
gave me a link to the MS Vista hotfix for this problem. I discovered that
the Games section and the Wlecome Center also did not work on my Vista, just
as the Hotfix says. You have to contact MS via this link and they will send
you the Hotfix, but it did work for me, at least it's working right now.

I had the same problem. Don't panic. There is a 'hotfix' available through
the Microsoft Knowledge Base for this. They will send you a link to the
hotfix by email. About 30 seconds to download, 30 seconds to install and your
problem will be gone. To search the Knowledge Base
(http://support.microsoft.com/search/?adv=1) in the "for" field, type in
"Control Panel does not open" you will be directed to a list of all known
associated problems. Search the list for your problem and you will find the
link to the hotfix.

I have the same problem also.
this is what I did.
I created a seperate folder and placed a shortcut of all the programs
in the control panel within the new folder on the desktop.
I restarted windows and tested it. You can open the control panel items
in the new folder using the shortcuts.
I hope it works you as a temp solution.

A true "Gman" would have been on the spot with a solution when it was
needed: ALMOST A YEAR AGO!! Look at the dates of the posts you reply
to.
 
Damn it...had the same problem with Control Panel after doing a little
services stop...but not in a thousand years had i thought it had
anything to do with the Software Licensing Service...now i restarted it
and it works just fine...10x a lot Bigyaknut

"Bigyaknut" left the room a year and a half ago, bozo.
