Windows VISTA: Can Favorites be shared by more than one user?

Hi,

I want to know if this is possible in VISTA.

I want key favorites, which are important to a company, shared with other
users in the company. The catch is, the users would be able to see them but
would not be able to delete/remove it from their favorites listings.

Is this possible?
 
GPEdit.MSC is the Policy editor in Vista Business or Ultimate.
Local Computer Policy\User Configuration\Administrative Templates\Windows
Components\Internet Explorer\Internet Control Panel\Security Page\Internet
Zone\Locked Down Internet Zone\"user persistence" -- set to "disabled"

The registry Key you would need to edit in Home Edition is:
HKCU\Software\Policies\Microsoft\Windows\CurrentVersion\Internet
Settings\Zones\3!1606
