Windows Vista and Outlook Express

HELP!!! I had Windows XP with Outlook Express, when I got Windows Vista the
store I purchased my computer from transferred all dbx files but not OE. They
said the program can not be copied.

Everything I've seen here talks about moving files between the programs but
I no longer have OE. How doI retrieve the dbx files and put into Windows
Mail? Or if possible can they be transferred to Outlook 2003? I have 2 sets
of OE dbx files under 2 email addresses. I thank everbody who takes the time
to respond.
