Windows Upgrade disk

I have read in a number of places that when using the Upgrade Disc for
Windows XP
that the Upgrade Disc will request that you insert a version of 98 to do a
clean install.

When I go thought this procedure I always get a message that Windows can not
find a pervious version of Windows 98. and inserting a 98 disc is not an
option. I have left or inserted the Windows 98 disk in another DVD drive
this doesn't seem to solve the problem.

Does anyone else have this problem or am I the only one?

What means: is not an option? Remove the Windows XP CD and insert the
Windows 98 CD. When Setup has tested your upgrade license change the
CDs again and Setup will continue.
