With regard to Windows Update, try the following. Open Windows Explorer,
click the plus sign next to Windows, click the plus sign next to system32,
select the catroot2 folder (NOTE: this is not the catroot folder) if it
exists and rename it catroot2.old, reboot the system and try Windows Update
again. If that doesn't resolve it, please see the following Knowledge Base
Article:

As to System Restore, it sounds as though the System Restore file store is
corrupted, that is one of the primary reasons a System Restore will fail.
The fix is as follows and note, the fix will delete all current restore
points but that would seem to be a moot point since System Restore cannot
access those points anyway.
Open Control Panel, open System, go to the System Restore tab, place a check
next to "Turn off System Restore on all drives," click apply and ok and
reboot the system. Now, return to the same area, remove the check from
"Turn off System Restore...", click apply and ok and reboot. You might then
want to manually create a restore point and try restoring to it in order to
be sure System Restore is now functioning properly.
