Windows Update

Does Windows Update list ALL updates or just the ones that apply to my
computer? I notice that I get a lot of stuff to update that don't
really apply and I would think MS would be able to scan my PC well
enough to tell me what I really need...yes...no?

You only see the updates that apply to your computer and not
installed.

You should install ALL Critical Updates:
