Same issue here. Since my harddisk has developed some bad sectors on
C:, the Windows2000 installation started giving problems. It's not an
OS issue. Rather than format and redo the whole stuff, I installed
another copy of Win2K on a different partition. SP4 & Update Rollup
patch were applied, but Windows update doesn't work. It takes a long
time for the site to load, and finally shows the error number you have
mentioned. Looks like it's an expected issue sine it mentions even XP
facing such.
Luckily I had an image of C: which I restored after formatting. The
problems have almost gone, but interestingly the Win Updates site is
accesible from this old installation. I guess the folder
"WinNT\Software Distribution" contains some needed updated files for it
to work. But those files get downloaded only if the site works!
I feel it's always better to have a backup when the system is running
fine to fallback on, before attempting to format and redo like earlier
times.

site for Win2000 related updates. It contains what they call
"Unofficial Service Pack" which makes updating tasks easier through two
large archive files. Somebody here mentioned the UURollup from a
different site, but this site seems to be the original host with many
other patches etc.,
