Windows Update stuck in wierd loop. Can't access.

This is wierd! Everything else on the computer seems to
be working fine, but when I go to Windows Update I get
stuck in a fast cycle where the status bar shows
windowsupdate.microsoft.com and
v4.windowsupdate.microsoft.com alternating several times
per second. When I press Escape and try to go back
several web pages, I find that it is filled with Windows
Update. If I am fast enough going back and hitting
Escape, I can get back to a previous non-Windows Update
page.
The problem was happening under Service Pack 3, so I
thought that I could fix the problem by upgrading to
Service Pack 4 which I downloaded. Everything is still
wierd! I browsed the Windows Registry for Windows Update
related keys, but found nothing that seemed obviously out
of place.
Any ideas?

Can you access the Windows Update Troubleshooter?

A couple suggestions:

Windows Update Troubleshooter:
http://v4.windowsupdate.microsoft.com/troubleshoot/
Select:
Search for Updates Loops
Select:
Software Update page repeatedly displays "Update Now" button.

Some things to try:

Verity the Discussion Bar in Internet Explorer is disabled:

1. On the "View" menu,point to "Explorer Bar".

2. Click "Discuss" to remove the check mark and disable this option.
