windows update page

when I try to access the windows update page I get the message that my internet security settings are too high and that activex controls are not allowed. I have lowered all the security settings to their minimums but I still get the same message every time. Plese help.
 
Go directly the Windows Update site
http://v4.windowsupdate.microsoft.com/en/default.asp

Clear your cache. Delete all temporary internet files and cookies. Make
sure your system time and date is correct.
