How does WinXP Home know what updates have already benn downloaded? Where
is this info kept?

XP checks a variety of places for uninstall info for updates so it probably
checks a variety of places for what is installed as well. The bulk of the
information is in the \Windows\SoftwareDistribution\ folders and the
wu*.cab files.

There is a Windows Update newsgroup where you could get more specific
answers. Click the "Get help and support" link in the sidebar at the
Windows Updates page. Then click the link for the Windows Update Newsgroup
under the "Solve problems on your own" section of the page that appears.
