Where do I find the The Group policy object, "Remove all
Access" to Windows Update was is Enabled.

A client is unable to get windows updates and as this is
where I get to when I chase down the error message. But I
don't know where to look/check to change this setting.

I've gone in gpedit but don't see anything close.

In AD Users & Computers go to the OU that contains the computer, go the the
properties and go to the GPO tab. Open the GPO(s) and go to the following
location.

Local computer policy\Computer configuration\Administrative
Templates\Windows Components\Widows Update."

You may not see these settings in a GPO that you have not added the wuau.adm
template to.

The following article will provide you with more information.
