I recently did a windows update for ATI 9600 Pro drivers
and now I cannot boot. I get a memory dump everytime i try
to start the computer.

Bootup in Safe Mode by pressing F8 while rebooting or at the boot menu.

Go to the Start Menu, Run, type devmgmt.msc, double click on Display
adapters, right click on ATI Radeon, go to the Driver tab, click on Roll
Back Driver

Thanks
