Error code 0xc1900223 lets you know that there was a problem downloading and installing a Windows Feature upgrade. If you see the 0xc1900223 error on a Windows version newer than 1809, which came out

Is this using Windows Update? If so, you could try a manual upgrade to the latest version using the "update now" button on this page:

As the link that Evan posted mentions, it's a problem with fetching the update, so a manual install may work.

I left it running overnight to no avail. this did not work either. :-(
