Windows TWEAKUI for XP actin' WEIRD

I wish I could say how I got to where I am now, but I can't even guess. But
here's where I am:

Using XP Pro, all latest upgrades. In Control Panel > Add/Remove Programs
.... it shows that TweakUI is installed. Click to uninstall, and a large,
blank white window opens, and that's as far as it gets. Nothing else
happens.

I've got the installer for this program. (Newest... just downloaded from
windows.com.) Click to install (again? over what's there?) ... it goes
through a quick install routine, then ends. The ONLY place an icon for this
program can be found, now, is from the Start Menu > Programs > Powertoys for
Windows XP > TweakUI. But clicking that shortcut icon merely activates the
"Windows is searching for....." message with the waving flashlight. Check
the PROPERTIES for this shortcut, and it says the program is located in
c:\windows\system32.

But it isn't there.

Obviously, something is seriously amiss. Two questions, then: (1) Anyone
have a clue what CAUSED this? (2) Anyone have a clue how to get OUT of this
mess?

If TweakUI v2.10 is not found in the {c:\windows\system32} folder then it's been
uninstalled. You might try reinstalling and uninstalling again. Why did you uninstall it
in the first place?
 
I don't recall uninstalling it. And as I said, I've ALREADY TRIED to
reinstall it, and it won't REinstall. That's kinda the whole point of the
problem....
