Some anti spyware programs are indicating that certain spyware files are
stored in Temporary internet files. Explore will not let me find these files
in order to delete them. Why are these files hidden? Why can I not access
them? Why am I not able to delete files that are on my own PC that I do not
wish to have located on my PC?
Is there any way to access the content of the index.dat located in cookies?

Use CCleaner:

http://www.ccleaner.com/

This index.dat appears on every computer. If you wish to delete it ,enter in
Safe Mode
and delete it.
<Do this by repeatedly typing F8 while Windows is starting before
Windows logo appears.
Then you'll open the BIOS menu where you can choose to boot
the hard drive in SAFE MODE>

But when you get into Normal mode ,it will appear again!
Check your PC for ALL KIND of malware using Panda Software free Active Scan

You do not have to *see* the Content.IE5 folder to delete its contents.

To delete *all* Temporary Internet Files...

1) Start | Run | Type: inetcpl.cpl | Click OK
Or right click the Internet Explorer icon on your Desktop
Or Start | Settings | Control Panel | Internet Options
Best to do this with all instances of Internet Explorer closed. Especially
if there are a large number of files.
2) On the General Tab, in the middle of the screen, click on Delete Files
3) Check the box Delete all offline content {This cleans >>
%userprofile%\Local Settings\Temporary Internet Files
AND
%userprofile%\Local Settings\Temporary Internet Files\Content.IE5
and \Content.MSO (Created by an MS Office program)}
4) Click on OK and wait for the hourglass icon to stop after it deletes the
temporary internet files
5) You can now click on Delete Cookies and click OK to delete cookies that
websites have placed on your hard drive.

If you want, try this: Open IE | Tools | Internet Options | Advanced tab |
scroll down to the bottom | check: Empty Temporary Internet Files folder
when browser is closed | click Apply | OK. Entirely up to you, but if you
want to be rid of this, it is done automatically. Deletes the content of
%userprofile%\Local Settings\Temporary Internet
Files but not the Content.IE5 or Content.MSO folders.

Index.dat Suite
[[Index.dat Suite is a rather unique program that allows you not only to
delete the index.dat files, temporary internet files, temp files, cookies
and history, but it also allows you to view the index.dat files on your
system.]]

Index.dat Suite - manage index.dat files

MRU-Blaster can also delete some index.dat files.

I have Disk Cleaner set to run quiet at startup. Runs for 5 seconds or so
and exits. I also like the fact that, after you set it up, it cleans all
the following with one click (and/or automatically at boot). Makes XP's
Disk Cleanup look like a piker. XP's Disk Cleanup will *not* clean
Content.IE5.

Disk Cleaner will Clean:
Temporary Internet Files {Including the contents of the Content.IE5 folder}
Internet Cookies
Internet History
System Temporary Folder
Recent Documents
Run... Dialog List
Find Document List
Find Computer List
URLs in IE Address Bar
URLs in Shell Address Bar
Media Player Recent URLs
WinZip Recent Files
WinZip Extract To Folders
Paint Recent Files
WordPad Recent Files
Cleans Recycle Bin (what else?)
Opera Cache
Opera Cookies
Opera History
Opera Visited links
Opera Download History and Download folder
Firefox Cache
Firefox Cookies
Firefox History

Along those lines, is there a way to delete *all* Temp Internet
Files for *all* users ?? When I clean up the living room
machine for example before I image the drive periodically,
I want to be able to clean up after ALL users (especially the
teenage variety) before I defrag and image the drive. This
is also true in the case of the various nasties that hide there.
