i have a windows vista bussiness.

when i go to the taskbar and starter menu properties, "show window previews
(thubnails)" is shaded gray. Is there a was to unshade this and enable it?

Is the system running Aero?

yes. i think so. although i am not very sure what aero is.

Use Help and Support and search for Aero, it will explain how to make sure it is
turned on.
