Windows Task Manager not displaying correctly

My Task Manager dialog window is appearing without the top lin "Windows Task
Manager', without the menu line (File, Options, View etc) and without the
five tabs (Applications, Processes etc).
All I get is the Task and Status with details of the tasks and the three
buttons at the bottom (End Task etc).
So I can't get details of Processes, Performance, Networking or Users.
How can I restore the proper Task Manager window?

Double click outside the inner area where tasks and status are shown .

Example : Double click the area where the End Process button is.
