Windows System 32 file was deleted by anti-virus..

I let an IT guy at work look at my computer for another problem. He ran an
online free antivirus software, I think "Clam". Next thing I know he's
telling me that if picked up a virus in the system 32 file and deleted the
whole file. Now windows will not boot up at all. I am at a loss.

What is the error message when it tries to boot up?

Try System Restore in safe mode command prompt
