2 questions:
How can a person get tech support from microsoft if he
purchased windowsxp oem and has a serious dispute with
the place of purchase?

Why do i have to reset my modem (under "control
panel\phone & modem options\wizard") every time i need to
access the internet after booting my pc?

You dont. OEM copies are supported by the seller.

You would have to pay for any support from us, if you have purchased an OEM
product.
The reason the OEM products are considerably cheaper then the retail cost is
that the OEM takes all responsibility for providing support.

(dependent on which country you are in).

Is your modem "modern" and are you using the latest drivers ? You may wish
to visit the manufacturer web site to see if there are support options (FAQs
etc) for you on this specific device.

This is just a guess, but do you power on your modem *after* you boot
Windows XP? If so, there are two solutions: either power on your modem
*before* you boot XP or, if you power on your modem after XP has
started, go to Control Panel, System, "Hardware" tab, then the "Device
Manager" button. Expand the Modem section, right-click on your modem,
and choose "Scan for hardware changes." That should do it.
