WINDOWS STUP CANNOT COPY FILE

I am trying to do a repair install and when it gets to 27 minutes left every
file that comes up it says to insert the Window XP SP2 Disk. The first file
it did this on is licwmi.dl_ and then it does it on every other file. I see
the file on the disk and it is going to it, but when I click on retry it
won't copy them. I tried cleaning the disks, trying another drive and they
do the same. I even went to the I386 files on another SP2 disk and it still
does the same. I tried doing the %SystemRoot%\system32 repair of files and
it either doesn't find that directory and refuses to allow me to make a
directory on C: drive stating access denied. Any ideas?
 
I managed to work my way through repair install of XP and update. I figured
out which files to manually replace and got Internet Explorer and Outlook
Express working but they are not completely fixed. I tried the memory test
and it was OK. I tried numerous Windows XP cd's, 2 which were brand new and
still the same. It finds the file and no matter which one I go to it is in
gray and says it cannot copy it. I even took copies of some of the files in
questions from my other computer which has no problems and it does the same
thing. I checked for viruses and it found 3 win32 type which I deleted. I
figured out I can install and uninstall Internet Explorer and Outlook
Expresss by the optional features on the Windows XP run menu.
