Does WinXP store in some file (or if not is there any program that does)

If you are worried about the puter being used in your absence why not
simply use a BIOS password?
If you want to monitor use of the machine you want to be looking for a
keylogger that you like the look of.

I'm not worried, I alow him to use my computer but I want to know when he
does and how much. I only need to know when was my PC turned on and off
I downloaded some keyloggers but my KAV marked them as viruses. I don't
want to use that.

In the eventviewer there are information about date and time when the
Event log service was started - and this is the same as when the PC was
started.

The eventviewer can be opened from the
Control Panel
Administrative tools
Eventviewer.

Also files
C:\WINNT\security\logs\winlogon.log
and
C:\WINNT\Windows Update.log
contains date and time info for start of pc.

You'll want some kind of 'uptime' utility that keeps a log.
'Windows Uptime' is here and looks to be what you are after:

http://www.totalshareware.com/asp/detail_view.asp?application=29559

I've not tried it, but you are risking nothing with a 136kb, no
install file. :-)
I downloaded some keyloggers but my KAV marked them as viruses. I don't
want to use that.

AV apps are over sensitive at times; if you want to run a keylogger
then get one from a reputable site or ask here for recommendations.
AV's get upset about quite a few joke app's also, and quite a few
standalone SMTP servers.

Also files
C:\WINNT\security\logs\winlogon.log

I don't have this one
and
C:\WINNT\Windows Update.log
contains date and time info for start of pc.

Here's my entire Windows Update.log :

I have
"Control Panel "
"Automatic Update"
set to
"Download the updates automatically and notify me when they are ready to be
installed"
and I get an timestamped entry for each time I start my PC.

Example:
2004-09-08 21:40:17 19:40:17 Success IUCTL Starting

It seems to me that you have
"Automatically download the updates, and install them on the schedule that I
specify"
and the interval set to one week.
