Windows Startup Error

Know a fair amount about computers, but have never seen a message on a
Windows XP Home Operating System. The message I get when I turn on the
computer is "System is Shut Down". Has anyone ever seen this? If so what
is the problem and how do I resolve it.

there is a sequence of events that occur
during "shut down".

so it is unclear if the events are not
being completed "or" you are seeing
an ghost of an image still loaded in
your video memory.

perhaps, you might try to run this
and see if the oddity clears up:
