Without knowing the error, it is not possible to give you specific help.
Back up your files before you doing anything else. It is completely
possible to retrieve data from a drive where Windows will not boot, as
long as the drive is physically healthy. Whether you have the skills
and/or equipment to do this, only you know. Here are some ways to
retrieve the data:

1. Pull the drive and slave it in a computer running a working install
of XP. Depending on the target drive's characteristics, you may need a
drive adapter; i.e., laptop-to-IDE or a SATA controller card, etc. A
usb/firewire external drive enclosure works very well, too. Use the
working Windows Explorer to copy the data to the rescue system's hard
drive and then burn the data to cd or dvd.

2. Often XP will not boot with a slaved drive that has a damaged file
system. In that case, boot the target computer with either a Bart's PE
or a Linux live cd such as Knoppix and retrieve the data that way.

Ben:
Since your first concern at this point is to retrieve from your HDD whatever
important files are needed by you, try to follow the suggestions provided by
Malke in his response to your query.

In addition, perform a Repair install of XP with your current XP
installation CD - (I'm assuming you have such an installation CD and not an
OEM "recovery" CD). Hopefully the Repair install will return your HDD to a
bootable functional state without any loss of data. Understand that there is
no guarantee of this - it's possible the Repair install simply won't work or
even if it does there could conceivably be some loss of data.

Assuming the Repair install "takes", immediately backup your system,
preferably using a disk imaging program, e.g., Acronis True Image, to clone
the contents of your working HDD to either a USB external HDD or another
internal HDD. You should be making systematic routine backups of your system
as a matter of course. And a disk imaging program is an ideal way to
accomplish this. But institute some sort of reliable backup system.

Assuming all goes well, before trying another install of SP2, download
another copy of that file. Also, make sure your system is completely
functional and no malware is present. And you understand that following a
successful install of SP2 it will be necessary for you to download & install
all the Critical Updates affecting the XP OS, right?

If you don't know how to undertake a Repair install (it's not difficult at
all), do a Google search on "XP repair install" and you'll be pointed to a
number of sites that contain step-by-step instructions.
