Windows shutdown

Everytime i try and shut down windows xp my computer restarts. ive made sure that my computer is on the shutdown option and not standby or restart or log off use... useing the power button on my pc is not working either to shut down my pc. i have to unplug the computer from the outlet. if anyone has any advise on this plz let me know.
