windows setup error

I have brought a machine of a friend, which has part of
windows xp installed on it.

when booted it up is comes up with windows xp loading
then a blank screen appears with the message

"the system is not fully installed please run setup again"

the system then restarts when clicked on ok.

i have looked on the microsoft help pages and seen the
results about the Sysprep tool. but without even being
able to get into windows what am i supposed to do?

p.s - i dont have the cd for xp, but i dont even want
this on it i wish to install windows 98 from the cd i
have instead.
 
Hello

Well in your system Bios make the cdrom the primary BootDevice
and place the win98 cdrom in the drive, or you you do is create a
win98 Bootdisk and reformat, here is a link to where you can
