I can not turn on my firewall protection because it says m windows
security center service has not started or was stopped. How do I start
it? I tried restarting the computer (like it said to do) but I have
the same problem.
Do you have third-party protection software? McAfee and Norton
antivirus/security programs have a firewall component which will turn
off the XP SP2 Firewall. Check to see what antivirus and/or security
software you have installed.
If you don't have any programs like this, make sure the computer is
completely virus/malware-free:

If the computer is completely clean:
Start>Run>services.msc [enter]
Scroll down to the Security Center service and start it.
Another thing to try (resets Firewall):
Start>Run cmd [enter]
netsh winsock reset catalog [enter]
Follow prompts and reboot.
